Area Overview
Lake Charter Township wraps around the City of Bridgman along the Lake Michigan shoreline in southern Berrien County, roughly 90 minutes from downtown Chicago. The township is home to Warren Dunes State Park, Weko Beach, and the Cook Nuclear Plant, and its housing stock is a mix of lakefront cottages, year-round single-family residences on inland acreage, and agricultural parcels. Many visitors treat Bridgman and Lake Charter Township as a single market.
Lake Charter Township is one of the more investor-friendly jurisdictions in Berrien County: as of April 2026, the township does not impose any short-term or long-term rental permit, registration, or inspection requirements. Rentals are allowed by right in residential zoning districts [1][2]. Township leadership has discussed potential future safety-based rules, but no ordinance has been adopted [1]. State building, electrical, plumbing, and mechanical codes still apply to any work on the structure, and on-site septic systems remain subject to Berrien County Health Department oversight.

Where STRs Are Allowed (Zoning)
Short-term rentals are allowed by right in Lake Charter Township’s residential zoning districts (R-1, R-2, R-3) with no separate STR permit or registration. The township does not currently recognize short-term rental as a distinct use category โ a dwelling rented on a nightly or weekly basis is treated the same as any other residential occupancy, as long as the underlying zoning permits a dwelling on that parcel [1][2].
What this means in practice:
- Residential districts (R-1, R-2, R-3): STRs are permitted by right as a residential use.
- Agricultural District (AG): Single-family dwellings are permitted; STR use of that dwelling follows.
- Commercial (C-1) and Industrial districts: Residential rental (short-term or otherwise) is not a permitted use โ these are non-residential zones.
- Bed & Breakfast operations are a separate Special Land Use under Zoning Ordinance Section 16.12, requiring a permit, owner residency on the premises, off-street parking, and a 14-day maximum guest stay [2]. A short-term vacation rental of a whole house is not a Bed & Breakfast under the ordinance.

Registration & Permit Process
There is no STR registration or permit process at the township level. Owners operating nightly or weekly vacation rentals in Lake Charter Township do not file any township-specific application, inspection request, or affidavit [1].
What is still required:
- Zoning Permit โ required for new construction, additions, fences, pools, signs, and other site changes (not for the act of renting) [3].
- Building / Electrical / Plumbing / Mechanical Permits โ required for structural, electrical, plumbing, or HVAC work on the dwelling [3].
- Sales & Use Tax registration with the State of Michigan โ transient lodging (< 30 days) is subject to 6% state Use Tax. This is a state obligation, not a township one.
- Berrien County Health Department โ if the property is on septic, it falls under county health oversight [4].
Fees & Penalties
No STR-specific fees apply in Lake Charter Township. The fees below are from the township’s published Building & Zoning schedule and apply when construction, site changes, or zoning actions are needed โ not simply for the act of renting [3].

Operating Rules & Good-Neighbor Expectations
Lake Charter Township does not have a standalone STR ordinance with prescribed occupancy limits, quiet hours, or parking rules. Operators are expected to comply with:
- Michigan Residential Code โ applies to the structure (smoke alarms, egress windows in sleeping rooms, etc.).
- Berrien County Noise ordinances and nuisance law โ enforced by the County Sheriff; chronic disturbances can trigger civil or criminal action.
- Michigan fireworks law โ Michigan limits discharge to specific days around federal holidays; the township may have additional local restrictions โ confirm before advertising fireworks as an amenity.
- Septic capacity โ occupancy in excess of the system’s design load can cause failure. Request the most recent septic inspection and design flow before committing a house to high-density STR use [4].
Where LTRs Are Allowed (Zoning)
Long-term rentals (31+ day leases) are permitted by right in Lake Charter Township’s residential districts. The Zoning Ordinance lists dwellings as Permitted Principal Uses in R-1 (single-family), R-2 (single-family, two-family, multiple-family), and R-3 [2]. No township permit, registration, or inspection is required to rent a dwelling on a long-term basis [1].

- R-1 District โ Single-family dwellings, open space developments, accessory dwelling units (per ยง3.24).

Registration & Permit Process
No township registration is required for long-term rentals in Lake Charter Township. The township does not operate a landlord-registration program, does not require pre-occupancy inspections, and does not collect a rental licensing fee [1].
What a landlord should still keep in hand:
- Written lease โ Michigan has no state rental registry, but written leases are strongly preferred for enforceability.
- Security-deposit compliance โ Michigan law (MCL 554.601 et seq.) caps deposits and requires itemization.
- Current Zoning Permit(s) โ for any renovations, detached structures, fences, or additions [3].
- Certificate of insurance โ most mortgage and umbrella carriers require the property to be flagged as a rental.

- Plumbing โ no cross-connections, working shut-offs.
- Septic capacity โ confirm the system is sized for the bedroom count; Berrien County Health Department keeps inspection records [4].

Michigan landlord-tenant relationships are governed by state law (MCL 554.601 et seq.) and the summary proceedings act for evictions. Lake Michigan Shoreline & Critical Dunes (MDEGLE)
Portions of the township’s Lake Michigan shoreline are designated as High Risk Erosion Areas (HREA) and/or Critical Dune Areas, regulated by the Michigan Department of Environment, Great Lakes, and Energy (MDEGLE). Construction, site modification, and shoreline protection structures (seawalls, geotubes, sandbags) in these areas require state permits in addition to township zoning approval. Warren Dunes State Park itself is state-owned; investor-acquired lakefront parcels immediately north and south of the park routinely fall within HREA or Critical Dune boundaries.
Septic & Well (Berrien County Health Department)
Most rental properties in Lake Charter Township are on private well and septic. The Berrien County Health Department keeps records of septic installations and inspections and is the enforcement body for failed systems [4]. Before acquiring a rental property, request the most recent septic record from the Health Department and ask the seller for any pumping receipts. A failed system on a lake-adjacent property is expensive to remediate and may delay occupancy.
